Review of debate issues and main proposals for reform

The multilateral trading system is facing its deepest crisis since its inception. The reasons behind this are several, among them, that the WTO negotiating function has not made significant progress in trade rules, that its monitoring and transparency functions have not proved effective, and that its dispute settlement system is being strongly questioned, with the real likelihood of a paralysis in the short term.
In spite of the fact that the Organization has been recurrently challenged, most of its members stress the importance of having a rules-based trading system, and as such, various proposals have emerged to face a process of reform of the WTO Agreements. The objective of this document is to show the state of affairs in the discussions on the matter so as to contribute to the process of reflection of the different actors involved.
